I forgot my security questions, but when I click send me an email I never get it.

I recently added a $50 iTunes gift card to my account which I can't use because I don't know the answers to my security questions. I tried resetting them, but every time I click the link to send me an email I never receive it, on either email that was involved with my account. I'm so mad that $50 is literally just going to waste because of this.
