I have tried to sync notes with iCloud but I keep getting this error message - notes can not be enabled at this time.

If you're running Snow Leopard (10.6.8) you can't sync with iCloud. You need OS X Lion 10.7.5 or higher to do so.
I am running Mavericks on a MacBook Pro and am using an iPhone 5S.

Ok. First try going to System Preferences>iCloud, uncheck Notes, restart your Mac, then go back and check Notes again.
If you still get this error, go to System Preferences>iCloud, click Sign Out, choose Delete at all of the prompts, restart your Mac, then go back and sign back in and test Notes again. (This deletes the iCloud account and the iCloud data from your Mac, but not from iCloud. Your data will reapear on your Mac when you sign back in.)
