The iPad does not have an actual phone number that this app needs. When you install the app on a phone, it sends a verification text and it can't do that on the iPad.

Yes on the cellular iPads, there is phone number but it is strictly an account number only and it can't receive calls or texts.

Would it work if you use whatsapp on both devices, iPad and iPhone?

After a read of Whatsapp docs, the app is only supported on a very specific set of smartphones. Forcing it to run on alternate devices (all tablets included) is totally unsupported, prone to break and may cause your phone # to be banned.
