Trouble accepting terms and conditions

When my phone updated I needed to accept terms and conditions for iCloud. When I would select "ACCEPT" nothing would happen. I eventually had to shut down my phone just to be able to use it because the screen would not go off. Now when I use my phone I am periodically asked to accept the terms and conditions but now it tells me that I am not connected to a server. I check my service and I'm connected to the network but I am still getting this notice of no service. Just don't know whats going on.
