playlists not synching to iPhone

When I use iTunes to synch my iPhone with my MacBook Pro the music files on my MacBook get transferred over to my iPhone but not the playlists. How do I get the playlists to transfer over to my iPhone. I subscribe to iTunes Match. Does it matter whether or not iTunes Match is turned on or off while the synch is taking place?
