To enable enhanced voice quality:
Go to Settings > General > Accessibility > Voice Over > Languages & Dialects > Default Dialect > Enhanced Quality = ON

Remember this is a user to user technical support forum, and if there are not any uses that believe they can answer your question, then they will not answer. Apple does not participate in the forum here.
If you were able to turn that switch on that Allan explained, then there is no other change that can be made. If you were not able to do that after a reset, then the next steps in user troubleshooting are a restore from backup or restore as new. I'm not sure, but I suppose you could search the Apple website support section and see if this enhancement is available in all areas. I do not know the answer to that question.

EDIT: I was able to find this support document http://support.apple.com/kb/HT5025 about the enhanced voice quality. It seems this has to do with Voice Over and may only be available for that. I did not read the entire document, but it would be good reading for you.

Jul 3, 2014 9:18 AM in response to Will0401by Parakhm95,All you have to do is plug in your phone in the wall adapter and leave it connected to a wifi. It will automatically download a more natural voice if you leave it plugged in like this.
