Jan 1, 2014 9:57 AM in response to A.Magdyby Texas Mac Man,FaceTime is not available on devices purchased or used in certain countries, including Saudi Arabia and the United Arab Emirates. This is by government decree. The FaceTime app can't be downloaded or installed on these iPads.

act differently than iPads intended for the Middle East.

Presumably it has AB at the end somewhere? That is the code shared by Egypt, UAE, and KSA.
It's not a question of trying it ourselves, but knowing what advice to give people. The standard advice is that it is not possible. But perhaps you have found a fix (IF your device has an AB model number).

I was wrong about the codes, ae/a is normal the for Apple Store in the UAE.
