why doesn't iCloud appear in my system preference? My Mac has OS X 10.6.8

iCloud requires OS X Lion (10.7.5) or higher. If you’re running 10.6.8 you will need to upgrade to either Lion higher in order to set up iCloud on your Mac. First check to see if your system meets the system requirements to upgrade.

If you can run Mavericks, you can purchase an upgrade from the Mac App Store. If you can only run Lion or Mountain Lion, contact the online store in your country and purchase a redemption code to download it from the Mac App Store.
After upgrading, you will find iCloud in System Preferences>iCloud on your Mac, and can set it up as explained here: http://www.apple.com/icloud/setup/mac.html.

I now have iCloud, but no iPhoto. I went to the app store and I'm trying the update. It seems to be still installing. When I clicked on the icon (covered with the circle slash symbol), it said I can't use this version of iPhoto.

What operating system do you have now? The version of iPhoto in the App Store requires Mavericks.
I have Mavericks, and was able to update iPhoto, just now. Is there anything else I will need to update?
You may find other programs which need updating but it's not really possible to predict - you'll find out quickly enough when you try to use them. You are doubtless aware that if you still have any PPC programs they won't run.
