My parents are English and live in France - and I just bought them an Apple TV in the USA (that is where I live) Will it work when they get back to France - and can they pick up TV from the UK - or will everything be in French?

AppleTV is not a TV tuner so you don't get conventional channels.

iTunes rentals and purchases relate to your itunes store credentials - if you have a UK account you may see the UK iTunes store in France, but this cannot be guaranteed if Apple detect the country of usage and set it accordingly.
