i no longer have an iphone and would like to view my saved pics on icloud from when i did. photo stream has no pics on it and my icloud storage is full. How to i veiw them please

Photo stream photos only remain in iCloud for 30 days. If it's been more than 30 days their gone now. If it hasn't, you would have to set up iCloud on your PC as explained here: http://www.apple.com/icloud/setup/pc.html, then sign into your account and enable photo stream.

Camera roll photos would be included in your iCloud backup, if you had one, but could only be access by restoring the backup to another iPhone or iPod Touch. Also, Apple deletes backups after 180 days of inactivity.
