Bought a song, which (later found) is only downloadable via iCloud. The (Windows XP) PC cannot support iCloud downloads. Attempts to contact iTunes online (for refund) resulted in an endless loop to nowhere. What is the iTunes phone number where an actual human in the billing/accounts department can be reached?

What do you mean it's only 'downloadable via iCloud' and 'PC cannot support iCloud downloads' ? You can download music and other iTunes purchases in iTunes on a computer that is running XP.
If you've purchased a song on your computer's iTunes then it should have downloaded into the Music part of your iTunes library, if it hasn't downloaded into there then try the Store > Check For Available Downloads menu option to see if that downloads it, or does it show under the Purchased link under Quicklinks on the right-hand side of the iTunes store homepage for downloading ?
I installed the latest version of Internet Explorer, then was able to download song from the iCloud (per King_Penguin's instructions). Apparently, my very old version of IE was the problem.
