Call the carrier on the phone use IMEI serials etc to identify the owner. Back and forth, dont take no for an answer, The owner sooner will come clean and release the devise etc. GL !

Apple will not release another customer's information to you. That's their policy.
You said in another thread that you have a 'case' with Apple. No, you don't. Not one that is going to remove the Activation Lock, not unless you are the ORIGINAL purchaser and have a proof of purchase.
Stop lying. Stop spreading misinformation. You are wasting people's time, and Apple's time when you tell these people to call in.
Apple WILL NOT reveal private information to another user. If they did so, they'd be opening themselves up to a lawsuit from the other person whose information they compromised.
One person that was too ignorant to verify the second-hand device they purchased was usable is not more important than safeguarding someone's personal information.

Anyone who works for a carrier who gives you customer information will, if discovered, most likely be immediately terminated.
