It depends on the carrier. In the U.S., if you use Sprint or Verizon, you can't use data and voice simultaneously unless you're on WiFi.

Do you know about tmobile and AT&T if it's the same
No it isn't. AT&T will allow for simultaneous talking on the phone and surfing the Internet. However, many say the surfing is slow. I would say it would only be used as necessary. T-Mobile is a GSM carrier, so it should be the same, but I do not have any personal knowledge.
