sorry but i dont know what "jailbroken" means. i am a really newbe at all this.

If you don't know what jailbreak is, your iPad is not jailbroken.

What is Jailbreaking iOS? Should I do it?

I asked because if it was, you could have gotten a virus or malware. Currently there are no viruses or malware that affect non-jailbroken iPads.

The message you got is just probably a scare type of message. These types of messages are usually directed to Windows users.

Is Safari still frozen?

I had a similar problem with Safari on my iPad mini today, although the wording was somewhat different. It wanted me to either go to a particular web site or call a phone number. To solve the problem, disconnect from the internet. With the iPad or iPhone, the easiest way to do that is turn on airplane mode. Kill Safari, then restart it. It will try to load the offending web site, but will be unable to do so and you will get an error message from a freed-up Safari. Either kill the tab with the offending web site or type in a different address. And you should be back in business.

This should also work with Safari on other devices, although disconnecting from the internet will need to be done in different ways.
