If you are an iOS Developer or Mac Developer, go through this link : https://developer.apple.com/support/appstore/itunes-connect/
If you are a Book Publisher, go through this link : https://itunesconnect.apple.com/WebObjects/iTunesConnect.woa/wa/apply
And if you are not any of the above then you might not have access to iTunes Connect as it is for iOS/Mac Developers and for Publishers
If you have enrolled for any of the above Developer programs and still you are unable to access your account then you can get Apple Support Contact details for Developers from the below link
