iCloud not syncing with iPad and iPhone

I had a bunch of photos in the camera rolls of my iPad Air and iPhone 5 S that weren't in my Photo Stream. I transferred all those photos to my PC ands put them into the "My Photo Stream" folder. I then disabled and re-enabled Photo Stream on my iPad and iPhone. However, my iPad and iPhone only have 32 photos in their Photo Stream but the "My Photo Stream" fodler on my computer has 124 photos. Aditionally, when I click the "iCloud Photos" icon it says there are 77 photos in my Photo Stream but when I click on "Open Folder" it shows me 124 photos.

Any idea as to why this isn't all synching up?
