Q: how do i get people off my icloud permanently

i have an iphone on my icloud and a ipod but the ipods my sisters i want to either get rid of my sister of my icloud or block her from connecting to my device. how can i do it i get all of her apps music videos and i takes up space on my phone and im useing a windows surface so i cant get itunes

iPod touch (4th generation), iOS 6.1.5

How is she connecting to your device?
On both devices you can go to Settings>iTunes and App Store and turn off Automatic downloads.
Just what do you want to do and not do?

I do understand what you want to accoumplish.
What you can do is on the other device go to Settings>General>Reset>Erase all Content and Settings. Then setup the device with another Apple ID
