Ias ther a way to transferring itunes backup on one external hd to another external hd and have itunes recognize it?

If you previously dragged the library to that external, just drag and drop it to the new external. Then start iTunes while holding Option to choose the new library location.

No long after posting the question I found this thread https://discussions.apple.com/thread/2483874 and kind of figured it from there but thanks for posting yours.
