I am not able to back up my phone with i tunes , it says backup could not be stored on this computer . And neither am i able to update my phone, it gives me error 3194. Kindly HELP

If you have an iPhone 4 as you state in your profile, the only iOS that you can install on the device is the most current, which is iOS 7.0.4. The fact that you are trying to install iOS 6.1.3 is why you are getting the 3194 error. It cannot be installed. Even if you were able to force it, it could not be activated.
The error about the backup is probably a user profile/permissions issue for you on the computer. Try restarting the computer and see if that helps. Make sure you have administrative permissions on that computer.
3194 may be a hard ware issue. try on different pc. if not result have it repaird

How are you trying to update? What steps are you doing?
Do you have the latest version of itunes? Did you try reinstalling it?
By the way only OS available is 7.0.4. If you are trying some weird custom restore to 6 its probably whats giving you issues.
Thanks for the help ... so there is no way that i can install IOS 6.1.3 on my phone ??? i have heard that IOS 7 make the iphone pretty slow .. is that true??? this is the only reason why i wanted to update my phone to IOS 6 through the IPWS file .... As for the backup issue i did try to back up it on another system ... still da same

No there is not a way for you to install iOS 6.1.3. As I said earlier, this is what is causing the error that you are receiving by attempting to install a non-standard iOS file. You need to put the device into recovery mode and restore. Hopefully for you, this will allow the current iOS file from Apple to be installed, which is iOS 7.0.4.
