Jan 2, 2014 2:09 PM in response to Foxtrot26by ChrisJ4203,If you have an iPhone 4 as you state in your profile, the only iOS that you can install on the device is the most current, which is iOS 7.0.4. The fact that you are trying to install iOS 6.1.3 is why you are getting the 3194 error. It cannot be installed. Even if you were able to force it, it could not be activated.
The error about the backup is probably a user profile/permissions issue for you on the computer. Try restarting the computer and see if that helps. Make sure you have administrative permissions on that computer.

Do you have the latest version of itunes? Did you try reinstalling it?
By the way only OS available is 7.0.4. If you are trying some weird custom restore to 6 its probably whats giving you issues.

As I said earlier, this is what is causing the error that you are receiving by attempting to install a non-standard iOS file. You need to put the device into recovery mode and restore. Hopefully for you, this will allow the current iOS file from Apple to be installed, which is iOS 7.0.4. See this support document for putting the device into recovery mode to restore.http://support.apple.com/kb/HT1808
