I forgot my apple security questions and my rescue email, how to change both of them?

to add on to my problems, there is no link to reset my security questions, and i dont have much control on contacting apple support through a phone. this is the following link i cannot see: "Password and Security tab" to reset your security question. is there a way I can buy an app because i dont want my $15.00 going to waste. I am positive that thousonds of people have the same issue. answer fast please.

iOS 7.0.3, some professional help please

Three Alternatives for Security Questions and Rescue Mail

1. Start here to find your country, and how you can contact Apple:

Apple ID- Contacting Apple for help with Apple ID account security. Fill out and

submit this form.

2. Call Apple Support in your country: Customer Service: Contacting Apple for support.

Ask to speak to Account Security.

3. Rescue email address and how to reset Apple ID security questions.

You need to contact Apple to either reset the questions or have the balance put back onto the card. Kappy's described three ways of doing so.

They wouldn't be security questions if they could be bypassed or reset without proper authentication.
