And deleting the library in the Mac will cause eventually for all the pics to be deleted from the backup if you are using Time Machine.. don't do it.
Buy a big external drive.. the largest and fastest interface that matches your budget and age of mac..
Thunderbolt>USB3>FW800>USB2
With USB drives cheap.. Thunderbolt exceedingly expensive and FW800 ok but a bit of a waste as the speed is still limited cf disk speeds.

If you erase the iPhoto Library from your Mac, then iPhoto will not be able to find the iPhoto Library on the Time Capsule
Do NOT ever erase the images from your Mac.
If you do this, the only version that you will have will be on the Time Capsule. What will happen to your images when....not if....the Time Capsule has a problem?
In addition, Time Machine backs up the changes on your Mac. If you delete the iPhoto Library from your Mac, then Time Machine will delete the backup....and you will not know when this will occur.
