I want to delete photos from Photo Stream that are old, but the Photo Stream in my Windows PC only shows photos from the last month. How do I get access to the "old" stuff to delete it?

Photo stream photos only remain in iCloud for 30 days (even though they will remain longer on your devices). If you just enabled photo stream on your PC, you will only get the photo stream photos still available in iCloud, which are those from the last 30 days.
If you have older photo stream photos on your other devices that you want to delete, you'll have to delete them there.
