Photo stream not syncing

I recently added the iCloud panel to my windows pc. I discovered that my photo stream has not synced any photos since mid October. Any idea how I can get the photos currently in my photo stream on my phone to sync up to date on my pc?

iPhone 4S, iOS 7.0.4

My photo stream stopped working to my PC in October as well, still syncs beetween Ipad and Iphone, but no new photos on PC since early october, still plenty of room in cloud, why has synced stopped ?
