I purchased my IPhone 4S with Verizon 2-1/2 years ago and I want to sell it to an AT&T user. Verizon stated that I could not do this as the phone is only availble to be used on the Verizion network. Can someone offer a suggestion what steps I can take to make this happen? Yourhelp will be greatly appreciated.

A 4s that was purchased for use on verizon's network will not work on AT&T. The two networks are incompatible. There are no steps you can do to "make this happen". You will need to find another buyer.
Verizon is odd because its cellular phones do not use SIM cards, as the majority of carriers do, so they are not interchangable between networks in this fashion.
For a more technical explanation:
Verizon uses the CDMA format and is their iPhone is incompatible with GSM format networks such as AT&T. There is a SIM card in the 4S for use with GSM carriers outside the USA. Even if Verizon were to unlock the GSM section, it would not work with AT&T in the USA where Verizon operates on CDMA.

This not completely correct. All Verizon 4G LTE phones use SIM cards. The Verizon iPhone 4S, as modular noted, can be unlocked for use on GSM networks outside of the U.S. The Verizon 5, 5C and 5S can be used on a GSM as well as Verizon's CDMA network.
For the OP's purposes, James's answer is sufficient, though.
