Cannot send mail The message was rejected by the server? Anyone with a solution

Cannot send mail message comes up every time I try to send an email. "the message was rejected by the server" So what do I do now???

go to yoru mail account settings and input a password for your outgoing mail server.

I can't for the life of me find outgoing mail server settings.... How do you get there? Does it need to be done on a computer instead? I'm having the same issue on my iPhone 5s
