Will iCloud work with a suspended line?
My brother suspended my line before I got the chance to use iCloud, will it work if my line is suspended?

Sorry I assume that you had the phone with you. Am I understanding this correctly that your phone is now lost or stolen and your trying to find it using find my iphone?
If you didn't enable find my iphone in icloud, prior to losing it you won't be able to trace it.
You can't use cellular data, if your line is susupend.
You can go to icloud.com and log in, and use the find my phone ap - but no gurantee this will work as
1. you didn't enable FMP in icloud
2. your phone isn't connected to wifi
