Not working for me to remotely administer an Airport Express

AE dual band concurrent (2.4 + 5 GHz) running 7.7.2 using Airport Utility 6.3.1 on Mountain Lion (10.8.5). It says "No remote AirPort Base Stations discovered" under the "Other Wi-Fi Devices" button. Is this working for anyone else?

I have two iCloud accounts added under the Back To My Mac. Mine and my mother's. Both showed the green dot when added.

I'm not sure that you can configure an AirPort Express device for setup over WAN like you can an AirPort Extreme or Time Capsule device.

I certainly can configure my Airport Extreme device remotely if authorized to do so using Back to My Mac.

Have you tried to remotely control your mother's computer using remote Screen Sharing if she's on a Mac or using TeamViewer if she's on a PC? If you can remotely control her computer you should be able to configure the AirPort Express device.
