Q: icloud won't let me login

icloud won't allow me to login using my apple id/password.

    What error does it give you?

    This Apple ID is valid but is not an iCloud account.

    You can not create an iCloud account using a PC. You must create the account using an Apple Device. Then you can sign in from your PC.

    Got it - But I do have a valid apple ID.......

     

    I created an apple ID and password on my macbook pro.  Then downloaded the installer on my sister's PC,  When I try to log into the installer to set up iCloud I get "the Apple ID is valid but is not an icloud account" error message.   Just to be sure I had a valid ID, I logged into icloud using the same ID and password on the icloud.com site -no problem.

     

    Now I'm really confused!  Any help would be GREATLY appreciated.

     

    BTW - I would like to share photos from my mac with my sister on her PC.  I know I can do it "publicly" but I would like to know how to do it correctly.
