iPad doesn't work after updating iOS

Trying to help my mom with her iPad 2 but I'm in US, she's in Canada so will describe the best I can based on what she's told me. She was trying to update an app, received a message about terms and conditions. Now it no longer works properly, seems to be stuck on the terms page and cannot navigate anywhere. Icons no longer exist. Basically not usable. Any ideas? We've already tried turning it on and off and still the same screen shows up.
