Is the Drop Box folder in my Finder related to DropBox ?
Or it is a part of Apple's OS X ?

I don't use DropBox (Cloud ) anymore , I've deleted the first folder,
So I understand that the second folder shouldn't be deleted .

Yes. It's a folder where other users of the computer, if there are any, can put files they want to give you.

It is not related to DropBox, I have exactly the same folder in the same location, I use DropBox and it's folder is one level above, under Users, not in Public.
Do not delete it.
You don't need to restore it. It will be restored automatically the next time you log in. The folder isn't needed at all unless you have multiple local users who want to exchange files.
