Cannot download new purchase from the App Store. What can I do?

I bought a game from the App Store that is 13.5GB in size and have a good wifi connection at home.

However, I still cannot download the game in full. Have tried 5 times already. The download breaks and I get an error message.

Is there anyway to get this refunded if I cannot even download it properly, let alone install and play it?
