why does the block feature on ios 7 not work?
Even when the number is blocked, the person can still call. how do i make it work properly?
iPhone 4S, iOS 7.0.4
Is it possible the person is using another number that you did not block?

I'm guessing you are saying the block is not working because the call came through, is that correct? If you go to Settings>Phone>Blocked, do you see the number there in the list?
Try a reset on the phone. Hold the sleep/wake and home buttons together until you see the Apple logo and then release. The phone will reboot. Make sure the number listed that is coming in and the one listed in the block list are exactly the same.
Is the phone ringing for you to see this call come in, or are you seeing this somewhere else?
