Insufficient funds, but I have enough money

Hello, I have $10.57 of iTunes credit on my account and I am trying to buy a $9.99 in-app purchase. It keeps telling me I have insufficient funds but I should have enough even with tax...right? I don't understand this issue, plz help.

The price listed in iTunes/App store does not include any applicable local taxes. I suspect that with tax, the price is greater than 10.57
