Can 2009 aluminum Apple Wireless Keyboard pair with iPad mini, iPhone 4S?

Pairing 2009 aluminum Apple Wireless Keyboard pair (ID'd using http://support.apple.com/kb/HT3917) with iPad mini or iPhone 4S has been unsucessful.

Settings: Bluetooth On, Devices now discoverable...Searching, searching, searching... in vain.

Removed and replaced batteries, installed correctly according to diagram on bottom of KB.

The on-off button on the KB is no help; there is no indication of on or off. (Or am I missing an indicator?)

I have pressed the on-off button and waited for many minutes and pressed it again and waited for many minutes, but the KB still doesn't connect to either device.

I found Wireless Keyboard Update 2.0 info at http://support.apple.com/kb/DL957 but that seems to be related to OS and not iOS.

iPad, iOS 7.0.4, Mini Retina display, 64GB

Yay, I finally got the keyboard paired to my iPad! Although I don't remember having paired this KB to my MacBook Air, I went to Bluetooth on that device and unpaired a keyboard.

Also, after reading scads more discussions, I noticed someone's message mentioned holding the on-off button for 3 seconds, so I did that, and when I found the right combination of batteries, I saw a tiny green light come on momentarily on the KB.

I successfully paired it to the iPad. I got distracted reading and watching videos about how to tell good from bad batteries, so I didn't try pairing it to the iPhone.
