iTunes does not show a Device Manager section, why?

My iPod touch is about 2 years old. I recently wanted to update the music on it and tried to sync. However, it would not because I did not have the latest iOS download on it. In order to download the update, I had to remove apps for space. The update finished and all of a sudden my iPod was no longer recognized in iTunes. My computer even changed how it identified it. Instead of showing up as the iPod's name, it now only identifies it as an iPod in general. I tried all the various things suggested to try to get it to work, restarting everything, but nothing worked. I have even tried resetting it from scratch to no avail. I'm beyond frustrated at this point.

How can I get it to work with iTunes again, especially when no "Device Manager" section is available?

iPod touch (4th generation), iOS 6.1.5

If you have iTunes 11 turn on the Sidebar. Go to iTunes>View and click on Show Sidebar. You can also do a Crtl+S to show the sidebar. The sidebar is where Devices appears. and Control+B to show the Menu bar

Removing and reinstalling iTunes and other software components for Windows Vista, Windows 7, or Windows 8

or

Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP

Run this to help if it identifies the cause
