Q: google maps international

I want to use google maps in europe on my iphone and I have international capabilities but do not want to be charged for using cellular data on email etc. Can I go to settings, cellular, cellular data on and turn off all apps except maps to keep the costs low?

iPhone 4S, iOS 7.0.4

Why don't you just purchase a third-party navigation app that stores the data locally on your phone? Do that & you don't have to worry about a data connection.

P.S. I found that I can use google maps if I start it using WiFi, but if I go off course it can not reroute without a connection.
