The easiest way to check, if you have installed the in-app purchase, is to create a drummer track. Then check, if you now have more than the one drummer Socal. If yes, the in-app purchase has been installed.

If you still have only Socal, see this document on how to report a problem:

How to report an issue with your iTunes Store, App Store, Mac App Store, or iBooks Store purchase

Do you know what you get from the Complete set of content? like by sounds does it mean more library effects. I've tried restore purchase.

The document your post is linked to, describes what the in-app purchase will bring:

Expanding GarageBand for Mac (v10.0) content with an in-app purchase

With a one-time in-app purchase of $4.99, you can expand this content to 200 sounds, 2,000 loops, 15 Drummers, and 40 guitar and piano Basic Lessons. You will also gain the ability to purchase additional Artist Lessons.

200 sounds means 200 software instrument (Midi) patches. If you create a software instrument track, you should see many more patches.
