I cant download Mavericks without credit card info

I have an Apple ID, i enter AppStore to download Mavericks but it asks me for credit card info. I have never used AppStore before but i dont want to enter my credit cards info to download Mavericks, is there a way to do this?

Just let me clear something here. The problem of the credit card details arouses when im asked to review my AppleID because i have never had made any puchases in the AppStore!
