It means it can't boot to OS X. Why that is happening, at this point, is unknown.

Boot the system from the Recovery HD partition by holding down the Command + r keys at startup. From the screen that comes up, if one does and you don't get the NO sign again, use Disk Utility to verify the Macintosh HD and repair it if needed.
I did. all that, the no Sign does't appear anymore but on screen is the apple logo and the running coloured wheel!
But no Action ! Wait a little longer?

Yes wait a little longer and see if OS X starts up.
But I doubt it will. It sounds like you have a hard drive that is failing. Since you didn't post the model year of your MBP or the correct version of OS X, iOS 7 does not work on a Mac computer, I'm not sure where to go from here.
So post the model year of your Mac and what version of OS X is/was installed on it.
Then you have a hard drive failure and you will need to replace it.
