Q: why doesn't my iphone 4 ring when i get a call?

Check to make sure the silent switch is not engaged on the device and test receiving a call.  If you are not receiving calls at all, check to make sure Do Not Disturb is not engaged.  Here are the best articles that will walk you through these steps.
