Why can I not install skitch on my iOS 6 device?

Clearly the folks at Evernote have been publishing apps for iOS before iOS 7, and the article said that older versions would be available for users and devices with compatibility issues, so can anyone tell me why I cannot install skitch?

iPhone 5, iOS 6.1.5

A compatible version will only be in the store if the app's developer make it avaliable - if the app is in your purchase history but doesn't show in the Purchased tab in the App Store app on your phone for downloading then presumably Evernote haven't made previous versions of it available.
