Is FaceTime supposed to ring even if the recipient isn't connected to the internet?

I've been calling my girlfriend, FaceTime has been ringing, but she has no connection. Is that supposed to happen? Surely, it should only ring if you can reach them.

iPhone 4, iOS 7.0.4

Yet, on a mobile phone, you can tell if the phone has no signal/switched off or turned on with signal, and on Skype you can tell if the person is online or offline. A landline phone is a step backwards in technologically. Why should a new technology like FaceTime follow the rules of an older less effecient technology instead of the newer better ones?

It does not ring if the recipient is not connected, and I am also not limited to only Apple users.

I'm glad you found the tool that best meets your needs. I'm not sure, though, why that discovery necessitated resurrecting a thread that's been dormant for almost two years.
