Is FaceTime supposed to ring even if the recipient isn't connected to the internet?

You can't. Just like you can't tell if, when you call someone on a regular, they are asleep or they are intentionally ignoring you.

I found this a bit frustrating with FaceTime. There is no way to know if the person is connected or not answering.

I tend to stick to using Skype now.

It does not ring if the recipient is not connected, and I am also not limited to only Apple users.

Remember - it's not an actual phone call you are making. It is a connection via Wifi, so it is not going to act the same way that an actual phone call would. That's just how it works for FaceTime.

I'm glad you found the tool that best meets your needs. I'm not sure, though, why that discovery necessitated resurrecting a thread that's been dormant for almost two years.

Do you mean "ring" on your end? It always "rings" on the caller's end. That is indicating to you that it is trying to connect.
