Q: my ipad2 will not find my iphone4 and vice versa

the above has only happened since ios 7. i have tried restarting resetting network and all other advice on this forum. does apple ever bother to read these and give advice. I didnt want to update but they force feed me the update and it took up so much room i did. wish i hadn't. but any way are tgere any other suggestions

further to above shouldnt the only products that are definitely able to discover each other for sure be apple products using the same ios. or am i just a fool
