I just bought the new iPad mini with retina display for Christmas. How come Keynote for iOS7 Is supposed to be free when in my App Store account its price is displayed as 9.99$?

Try logging out of your account on your iPad by tapping on your id at the bottom of the Featured tab in the App Store app on it and then log back in and see if it then shows as free.
Nope didn't work!
Actually the problem occurred after switching from my Japan store (it was free there) to my Lebanon store (where my current credit card is registered). Is it possible that the price/availability changes between countries?
Are you using the same account e.g. are you still logged into the account that you activated the iPad with ?
All downloads that you do are tied to the account and the country that they downloaded from, so it's possible that the free offer is also linked to the country of the account that you activated with - you might need to wais until you are back in Japan with a Japanese credit card and address on your account.
