Is the MP830 connected directly to the Mac via USB cable? If yes, then turn off the MP830 and unplug the power cord for a few minutes. Then reconnect the power cord, turn the printer back on and then see if you can add the printer.
If this does not help, then open System Information (Applications > Utilities) and select USB in the left column. The top right pane will show all the USB busses on the Mac and the MP830 should be shown under one of these busses. If it is not present, then try another USB cable and another USB port on the Mac until you get the MP830 to appear under one of the USB busses. Once this is so, then you should be able to add the printer again.

The printer is connected to the Mac via usb. I was able to print but I can not scan. It is not giving me the option to hit scan.
I have a MP530, which is very similar.
Have you downloaded the latest drivers for it from Canon's webesite?
Scanner has it's own driver and utility
I personally do not use them at all.
I go straight to Apple's Image Capture application and scan right from there.
Does your IMage Capture app show the scanner at all?
I went to canon and this is what it says "There is no driver for the OS Version you selected. The driver may be included in your OS or you may not need a driver." When I go to apples image capture it shows there is no scanner hooked up

Okay. You said that you were not able to add the printer again so my reply was based on that comment.
So with regards to scanning, Canon is no longer providing an ICA driver for this model, which is what would make the Scan tab appear in Printers & Scanner and also let you scan using Image Capture or Preview.
So as mentioned above, you will need to download and install a scanner driver for the MP830 and the supporting scanning application called MP Navigator. These should be available from the Canon web site in your region. If you cannot locate them, then reply and I will provide links from the Canon Australia web site.
Hi Marie. I have the same printer/scanner as you, and have the same issue. The printer works fine with full functionality. The scanner is totally invisible to Mavericks. I've contacted Canon, and their response was basically "yes sir, you are correct, we've provided a printer driver, but no scanner driver for Mavericks" too bad, so sad.
I've downloaded a trial version of VueScan and it works quite well, but I haven't decided if I want to spend money on the App. In the meantime I boot my computer to my Snow Leopard partition, and scan from there.
I've had 2 issues and I was able to finally add the printer once I restarted the computer. this is what caznnon's website says when i go to driver There is no driver for the OS Version you selected. The driver may be included in your OS or you may not need a driver. what can i do?

FOund this on the forum, but I'm not sure, if the utility works with latest Mavericks.
Still, you'd need the latest driver.
I downloaded the latest driver available for my MP530 (for 10.8 I think) and it works jsut fine under 10.9.
I just looked, there is a 10.8driver for MP830 on their website. 13MB download.
Up to you, if you'd like to try it or not.
As I said above, mine works under Mavericks with 10.8 driver.
I downloaded it but when I go to system preferences it just gives me printing options not scanning
Here is the scanner driver for 10.8. I am not sure if it is digitally signed so Gatekeeper may block the install. If this happens, Control-click on the install and select Open from the pop-up menu. Now you will get the option to install.
With the scanner driver installed you can then install MP Navigator.
