how do i access a spreadsheet updated in numbers on my tablet from my Windows pc?

Assuming these updates are done in Numbers, you will need to convert to excel either by emailing the file to your self, or moving to an accessible cloud service such as DropBox. If you are using iCloud in conjunction with Numbers, you should be able to access it via www.icloud.com in a web browser as well.
