I found an article on something called Cinema Tools.
What is it, and what does it do?

It is (was?) used to keep track of the relationship between digitized film and digital files so that one could go back to the negatives and make a hard cut.
It is also useful for reconforming material from one frame rate to another through simply editing the header information (eg have material recorded at 29.97 play back at 23.98 without any need to play around with the images)
It was included in the Final Cut Studio suites of software through FCS 2009 (aka FCS 3). With Apple deciding for us that our future is all digital, they killed it off along with FCP 7, DVDSP and other physical media based software.
