I created my iTunes account in Australia, now I live in America and I can't purchase anything, and can't change countries because there's still $0.17 on the account. How do I get rid of the 17 cents and change countries?

Theres 17 cents on my iTunes account, and it says I have to spend the money to be able to switch stores. And I can't do that because I don't have an Australian credit card to link to the account to get rid of it.. What's the easiest solution here? Is there something that I can spend 17 cents on???
