Blocked caller message?
Can I send a text or a message to the blocked caller saying the phone has been disconnected ?

If you mean some sort of auto-reply, then no, that is not a feature of iOS. The caller or messanger is blocked, but that is it as far as the feature goes. And any response you did send would clearly show as having come from you, so would defeat the purpose anyway (ie. if you send a message to a blocked contact, the message shows to them as a perfectly normal message from you).
